Event Description: Is it Working?

When times get rough, some governments get tough with spending. Spending aggressively, that is. And what do they spend on, typically? Infrastructure. In the 21st Century, that must include information communication technology (ICT) infrastructure.

In June 2009, the government of Singapore announced its intention to put out 392 tenders worth a total of US$1.18 billion. Round the same time, Springboard Research, issued a report saying that in 2009, 21 per cent of IT spending in Malaysia would be in the public sector (in dollar terms—US$1 billion). And that a total of US$1.2 trillion has been earmarked as governmental spending by key countries in the Asia Pacific, particularly as investments in the health care, transportation and broadband connectivity infrastructures.

Between then and now and the day of this event can we answer the following questions?

  1. How well has such spending on infrastructure projects helped?
  2. How effective have Asia's governments been in getting their respective domestic economies to forge ahead despite the global recession?
  3. What lessons do their example/s hold for the private sector?
  4. How important is a government’s role in keeping its local ICT community vibrant?
  5. And just how well should Asia's governments have fared against their counterparts elsewhere in the world, particularly when it comes to driving the industries listed below, and ensuring their healthy growth through the next year?
